Posted 10/19/16. The following minutes were developed by the Dan Smith and have been reviewed by Core Properties & development of Burlington, Wellsley Robinson. The objective of this page is to convey the status of the project directly to the citizens of Lexington.

Two historic brick apartment buildings located at the corner of West Third Avenue and Park Street, click here are to be renovated in the coming year by Core Properties & Development of Burlington. These buildings are referred to as Parkview #1 and #2.
The design and engineering plans have been completed and are in review again for code compliance prior to submission to the City for permitting. The prime contractor has been selected and will soon be announced. Final changes and a new round of final bidding is in-process. The most likely date for start of construction is early 2017. In the interim, final financing and approvals for historic structures is underway with the National Park Service, the State of NC, and the local level. The exterior of the building will remain unchanged and is subject to a requirement for a Certificate of Appropriateness (COA) because the two buildings are in the Historic Park Place District. Windows in #2 will be replaced. Windows in #1 will be retained, but repaired. The front doors are TBD, but may be updated. A COA will be required but any changes may or may not be approved at the staff level depending on the renovation proposal. Substantial changes will be approved by the historic preservation commission/ planning board. If the COA needs the approval of the Planning Board, the next opportunity is November 21, according to Trey. The board must have the material before them in advance. Contact Trey for further details. A question came up re. downspouts, if any. The front doors are likely not original and perhaps pictures of the originals can be located - no action was identified at this meeting on the front doors, but research may turn up pictures at the Davidson County Historical Museum. The museum as collections of pictures and is a good source. One of the staff was on the commission that helped develop the Historic Park Place District.
ADA requirements do not apply to this type of historic restoration. All apartments will be a single floor. No elevator will be installed. Parking along West Third Avenue will be available as well as parking in the rear. The surface of the rear parking is TBD. Tammy/Trey can provide the requirements for parking. Entry to the building from the back will be at ground level in the back. The parking lot will be lighted. Tammy said the code covered how much light and the specifications. Landscaping is TBD.
The number of apartments for each building are planned as follows:
#1 Six 1 bedroom and Six 2 bedrooms, smaller building facing W. 3rd Ave
#2 Twelve 1 bedroom and Six 2 bedrooms, corner of W. 3rd and Park Ave
Building #1 is planned to have have 4 ground floor apartments and Building #2 is planned to have 6 ground floor apartments.
Parkview Apartments will be "market rate" for Lexington similar to the properties developed by Core Properties & Development in Burlington.
Rent prices will range from the $500s to the $900s
Wellsley offered to make the plans available when the reviews are completed, which is estimated to be before the end of the year. A ground breaking ( date TBD) was mentioned as a way to announce the start.
Trees and landscaping for the project were discussed as well sources to increase the amount of landscaping beyond what is required.
